Hypermake Content Management is a program for generating and managing text-based structured web pages and program help. Creates several Hypertext formats like HTML, OS/2 Help, Winhelp, MS-HTML-Help, RTF text from one tagged ASCII source file.

Hypermake is Freeware when compiling smaller source files than 20 kB, Shareware 40$ if source file smaller than 150 kB (small key) and 90$ without limit (big key)

This software is distributed as compressed package. You have to download and manually install it; if prerequisites are required, you will have to manually install them too.
